On March 17, GSL Director Steven Hoffman was featured in an article in Ontario politics-focussed publication QPBriefing. The piece discussed Premier Doug Ford’s decision to declare a state of emergency for Ontario in the face of progressing COVID-19 spread.
In the article, Hoffman said that he was surprised about the timing of the declaration since strong measures were just announced the day before. The province, according to Hoffman, could have waited and assessed if people were following the recommendations of the measures, before declaring a state of emergency. He further argued that the provincial government has “an additional burden” to prove that the measures are implemented in an equitable way. Only enforcing regulations against certain groups or places would be against the law.
