In the article, Hoffman explained that the first wave has given us some experience on what measures work and which are not. He was concerned, however, that provinces in the summer had lifted restrictions too early and that it would be harder now to re-impose them among surging case numbers:
“No one was told from our political leaders that we’re now able to temporarily lift these measures until a time when they’ll likely be needed again. That’s just not the way to prepare people.”
