The Global Strategy Lab Participates in Lessons Learned Dialogue for an Independent AMR Panel  

On April 28-29, 2025, Global Strategy Lab’s Mathieu Poirier and Geneviève Boily-Larouche joined leading research and policy experts in Lagos, Nigeria to discuss the development of the Independent Panel for Evidence on Action against Antimicrobial Resistance (IPEA). The IPEA is a key deliverable set out in the 2024 AMR Political Declaration and is expected to provide countries with the best evidence and clear guidance on how to address AMR.   

The Lessons Learned Dialogue offered a unique opportunity to discuss IPEA’s structural and policy foundations for AMR. It was co-chaired by Kevin Outterson (Boston University), Iruka N. Okeke (University of Ibadan), and Javier Guzman (Inter-American Development Bank). 

GSL contributed new research to the discussion, Science Policy Interfaces in Global Environmental Governance: Policy Lessons and Trade-Offs for Building the Independent Panel on Evidence for Actions against AMR. Link This report emphasizes that credibility, legitimacy, and relevance are the foundations of effective science-policy interfaces, and that achieving all three with require thoughtful design decisions.   

Findings from the event, including the report contributed by GSL, were featured at the World Health Assembly event, From Evidence to Action: Designing an Effective Independent Panel on Antimicrobial Resistance Link and a blog post Link from the Center for Global Development.
