In 2025, Dr. Roojin Habibi, Research Director of the Global Health Law program, joined the Pandemic Compensation Initiative Working Group, part of PAX sapiens’ Global Pandemic Prevention program. This group is developing a new compensation mechanism to support early reporting of disease outbreaks. The group met at the World Organization for Animal Health (WOAH) in Paris as part of the multi-year Pandemic Compensation Initiative.

PAX sapiens is a philanthropic organization that works to prevent global catastrophes, including global pandemics, armed conflicts and the use of nuclear weapons, by creating new systems of international coordination and cooperation across sectors. The Pandemic Compensation Initiative is one of these efforts, working to design an economic compensation mechanism to help offset the financial harms countries face when reporting outbreaks early. These harms can deter transparent reporting despite its importance for global health security.
Dr. Habibi has engaged in thoughtful discussions with colleagues across disciplines, including Tom Inglesby, Andrea Stürmer, David Blazes, Robert D. Agyarko, Mukesh Chawla, Bobby Reiner, Ming Xu, Katharina Hauck and by the end of their mandate, the Working Group aims to design a mechanism to support early outbreak reporting, strengthen international cooperation, and enhance pandemic preparedness.
