Andy Bulabula

With over 15 years of international experience, Dr. André N.H. Bulabula (Andy Bulabula) is a physician and clinical epidemiologist specialising in legal epidemiology, infection prevention and control (IPC), antimicrobial resistance (AMR), and health systems governance.

He has held senior roles including Senior Technical Officer and Head of IPC at Africa CDC, Regional Advisor for IPC – East Africa Region at ICAP Columbia University, and Senior Clinical Researcher at Stellenbosch University.

While at the Infection Control Africa Network (ICAN), he led a continent-wide legal epidemiology study for Africa CDC that informed the Africa CDC IPC Legal Framework, now driving legislative reforms to create and strengthen IPC programs at national and facility levels across Africa through domestication processes.

In academia, he has served as an Associate Professor at the Catholic University La Sapientia of Goma and contributed to The Lancet AMR Series 2024, the BARNARDS project on AMR in neonates and pregnant women, and multiple WHO Guideline Development Groups. Author of over 40 peer-reviewed publications, he is recognised for translating complex research into practical, equity-focused health policies.
