Global Strategy Lab Launches New Research Program in Global Health Law

The Global Strategy Lab is thrilled to announce the launch of its new research program in Global Health Law. This program will build capacity through law research, teaching and practice, examining the unique role of law in addressing global health challenges. We are also pleased to share that it will be led by its inaugural Research Director, Dr. Roojin Habibi Link .  

Global health law studies how treaties, regulations, and other rules overseen by international, regional, national, and non-state actors shape our collective response to health challenges across borders. As the world continues to face multiple and intersecting health crises, — from outbreaks like Ebola, SARS, and mpox to the rising tide of antimicrobial resistance, environmental health threats, and non-communicable diseases like cancer, heart disease and respiratory diseases — the need for stronger governance, collective action and legal tools is essential to respond effectively across borders. 

About the Program’s Research Director 

Dr. Roojin Habibi is also an Assistant Professor at the University of Ottawa’s Faculty of Law (Common Law Section). Her research bridges international law, public health law, and human rights, with a focus on normative interpretation and change in global health law and governance.   

Dr. Habibi’s many accomplishments include serving as the lead author and rapporteur of the “Stellenbosch Consensus Statement on Legal National Responses to Public Health Risks,” which delivered the first expert consensus statement on the legal parameters governing cross-border health measures under the World Health Organization’s (WHO) 2005 International Health Regulations. She is a member of the Global Health Law Consortium and has been appointed by the WHO Director-General to the expert Review Committee regarding amendments to the International Health Regulations. 

Looking Ahead  

The Global Health Law Program at the Global Strategy Lab will help shape a future where legal frameworks are not just reactive to crises, but proactive in building a more equitable, prepared, and resilient global health system.
