Antimicrobial resistance (AMR) remains one of the most urgent global health and development challenges of our time. At the 2024 UN General Assembly, country representatives called for the creation of an Independent Panel on Evidence for Action against AMR (IPEA) to provide countries with the best possible evidence and clear guidance on how to effectively address AMR. The process to establish IPEA is currently underway led by the Quadripartite (WHO, FAO, UNEP, WOAH).
This session will introduce the expected benefits of an IPEA, explore what type of scientific input will be critical to its success, present key elements of the Zero Draft, and offer practical guidance on how researchers can participate in the ongoing consultation led by the Quadripartite.
Featuring expert presentations and a moderated roundtable, this is an opportunity for the scientific community to learn and contribute to the future of global AMR action.

Moderator
Rebecca Manaley is a Global Health Policy Adviser specializing in infectious diseases and AMR at Wellcome. Prior to this role, Rebecca held various positions in UK Government, including as Policy Adviser for the UK Special Envoy on AMR, and supporting UK Covid response in the Antivirals and Therapeutics Taskforce and Chief Medical Officer’s office.

AMR Policy Accelerator, Global Strategy Lab
Dr. Poirier is Director of the Global Strategy Lab, Scientific Director of the AMR Policy Accelerator and York Research Chair (Tier II) in Global Health Equity, and Assistant Professor of Social Epidemiology at the School of Global Health at York University. Dr. Poirier has led evaluations of global tobacco use and the Framework Convention on Tobacco Control (FCTC) published in the BMJ and Tobacco Control, while his global health equity research has been published in Social Science & Medicine, the Bulletin of the World Health Organization, and Social Indicators Research.
Dr. Poirier is a Director of the WHO Collaborating Centre on the Global Governance of Antimicrobial Resistance, has worked throughout Latin America and the Caribbean, and has previously directed vector-borne disease research for the University of Notre Dame Haiti Program.
European Society of Clinical Microbiology and Infectious Diseases (ESCMID)
Professor Mike Sharland leads the Antibiotic Policy Group at City St George’s University London. He is a leading global expert in antibiotic use and policy. He is an advisor to the WHO on optimal antibiotic use including previously as Chair of the Antibiotic Working Group of the EML which developed the Access/Watch/Reserve (AWaRe) system for antibiotics and the WHO AWaRe Book. He is now a member of the WHO AMR STAG and the AWaRe Technical Advisory Group. He leads the Wellcome Trust funded ADILA project developing new frameworks for national and global AWaRe antibiotic use. He chaired the Department of Health’s Expert Advisory Committee on AMR from 2011 to 2018 and is currently the International Officer of the ESCMID AMR Action Committee.
International Centre for Antimicrobial Resistance Solutions (ICARS)
Dr. Jyoti Joshi has over twenty years’ experience working on maternal and child health, public health policy and immunisation and vaccine safety in Asia. Through her career, she has stressed the need for mainstreaming activities aimed to address AMR, has forged research collaborations between the public and private sector and strengthened immunization, disease surveillance and outbreak response programs in India and the Gulf region. At ICARS, Jyoti works with partner ministries to ensure that actions to tackle AMR are tailored to local contexts and effectively implemented.
World Organisation for Animal Health (WOAH)
Dr. Ana Mateus has held the role of Scientific Coordinator at the Antimicrobial Resistance and Veterinary Products department of the World Organisation for Animal Health (WOAH) since October 2021. She is a veterinarian, a diplomate of the European College of Veterinary Public Health (Population Medicine) and a former senior lecturer in Veterinary Public Health at the Royal Veterinary College in the UK.
United Nations Environment Programme (UNEP)
Dr. Zhanyun Wang is an environmental chemist by training. His work primarily focuses on understanding the life cycles and risks of various anthropogenic chemicals in both the technosphere and the natural environment. He is also deeply interested in exploring novel and pragmatic approaches to advancing sound chemicals and waste management, enabling a sustainable circular economy, and strengthening the science-policy interface on chemicals and waste. Recently, he has been actively involved in the establishment of the Intergovernmental Science-Policy Panel on Chemicals, Waste, and Pollution.
University of Ibadan
Dr. Iruka N. Okeke is a professor of pharmaceutical microbiology at the University of Ibadan, Nigeria, and a Calestous Juma Science Leadership Fellow. Her research focuses on using microbiology, genetics, and genomics to understand how bacteria colonize humans, cause disease, and develop drug resistance. She also studies laboratory practices in Africa and contributes to genomic surveillance for antimicrobial resistance. Okeke, a fellow of the Nigerian and African Academies of Science and the American Academy of Microbiology, has authored over 120 scientific papers and chapters.
